Buy the card from the Kafra Shop (75 points) then go to the Clothes Dyer in Prontera (same building as the hair color dyer) and she'll change your color.

I really don't get why iRO doesn't implement permanent 2x EXP, but instead keeps having EXP events(and abuseable events/updates every now and then). Anyway, clothes dyes are cool :p
