there is probally an ez'er way of doin this.. ?__?... but i dunno how to so this is how i do it:

dbl click on ur sprite image, and u'll get the "style" popup thing, i chose outter glow:
blend mode: Normal
Opacity: 100%
Noise: 0%
Spread: 100%
Size: 1

and my color white, then i make a blank layer, merge it with the sprite one so the outter glow becomes flatten and uh.. i repeat the steps and use black instead of white. o_oa i dunno is that confusing? XD;;

:o what i do to tone the colors down is like... select the part i'm coloring, promote it to a new layer, change it's color, then lower the color part's opacity so it's kinda toned down (like the cape i did for your bio). otherwise it's crazy bright @__@ (though it might have a bit more of a purple tone). or you could just duplicate and gray scale the top one and turn that opacity down. 8D
