I haven't gotten into stat calcs or anything, but I'm still leveling my normal wiz. Which will be better? I assume the wings, but I dunno. Any help or advice is appreciated.

Wings = 3% cast time reduction which stacks multiplicatively with modifiers from dex.
Because the ramen bowl adds dex, and that will stack additively with the cast time reduction from the rest of your dex, the ramen bowl is far better. At high dex (like, when you're 9x), the benefit of flapping angel wings is less than even that of adding a single dex.

-10% cast reduction and AoA are relatively comparable. Flapping Angel Wings and Ramen Bowl however, are not.

and you should also consider the fact that Flapping angel wings are annoying as hell =)
Are flapping wings any good for battle sages with 99 agi? The cast reduction and the increase in attack speed is sure nice /slur

It's THREE PERCENT! Thats not even 1 aspd on a high agi sage :-/ And imo, aspd is just icing on the cake, it's nice, but you dont _need_ it. I 99'ed mine with an uncarded sage diary.
I would never wear that on a hindsight sage unless you had a bris - you _need_ the 120 unbuffed int to solo. Hindsight sages dont really need to manually cast anything other than hindsight (i never found manual casting to be worth the effort), so the cast time doesnt really matter either.

At 100 dex a +7 mini propeller could outdo a ramen hat.
